Two zones - one for aussie; one for the rest of the world

Hi folks:

 

We are looking to deploy osCommerce for an online store and need to know whether the following can be set up out of the box:

 

If delivered in AU, first item is $1.99 and each one from there is $0.99 extra.

 

If world wide, first item is $4.95 and each one from there is $0.99 extra.

 

If not, would the following contrib work with version 2.2 MS 2?
