Shipping and a dealer page help

Hi there,

 

I don't know if this is anywhere else in the forum, but I really wasn't exactly sure what to search for. I apologize if this is found elsewhere.

 

I have looked through the contributions for these as well and can't (from the descriptions) quite find what I am looking for. I am hoping someone here will have some suggestions.

 

1) I need to create a rather intricate form of shipping charges. I've checked the various shipping options in the admin panel but they seem somewhat limited for what I need.

 

Minimum of 6 different shipping charges (aimed at specific locations) with corresponding price increases for additional boards purchased.

 

2) I need to create a dealer page that ties into the cart giving special membership and pricing to dealers on a min of say 5 board purchase. What would be the best way to create this and would each dealer have to have his status upgraded manually after registering as a regular customer?
