Perhaps only allowing people from the UK to fill in the address field or something like that. Any advice will be gratefully received.

If you only have shipping to uk than only uk residents can order. This does not stop people from filling out account information first. Editing the text at the top on the create_account.php page to tell surfers only uk residents. You can also edit the list of countries in the Locations tab in the admin area and delete all other coutries. Backup before making changes. Backup before making changes!
