Just been testing and i have a problem

When I get to Order Confirmation under Billing information i have

 

Sub-Total: ?16.99

: ?2.53

Flat Rate (Best Way): ?5.00

Total: ?21.99

 

 

The price 16.99 is including VAT and it's set up to include VAT in the prices so whats the ?2.53?

In osC admin, under Modules --> Order Total, Tax --> Display Tax, set it to false
