Installation Problems

I am following the instructions in the manual and during step five I receive this error:

 

The configuration files do not exist, or permission levels are not set.

 

Please perform the following actions:

cd /home/reefthin/public_html/includes/

touch configure.php

chmod 706 configure.php

cd /home/reefthin/public_html/admin/includes/

touch configure.php

chmod 706 configure.php

 

Can someone please tell me what I can do to correct this error?
