phone number is mandatory field but...

I'm having customers create accounts and place orders without providing a telephone number. I tried to test this and see if I could recreate it and I couldn't (it generates a message saying you must enter a phone #).

 

Has this happened to anyone else and does anyone know how customers could be getting around this mandatory field?
