contribution install pointers please

Hello

 

Could any of you helpful people give me a few pointers on how to install the following contribution.

I assuming this will allow to enable delivery charges based on weight yet varying depending on location (zone)

Or if some one in the know could just tell me an easier way that would be greatly appreciated.
