Login page for Specific Language

I've created a splash page with a link to login.php for english and french

so basically, click on english, login.php should appear in english and click on french, login.php should appear in french.

 

I have the url as http://www.domain.com/login.php?lang=fr and http://www.domain.com/login.php?lang=en

but the login page always appears in english which is the default language

 

any ideas on what I did wrong?
