International orders, how to stop them?

Ok, I need to be able to allow international customers to register on the store. However, I do not want them to be able to create an order.


We constantly have trouble with Canadian customers creating an order to ship by UPS. We ship by UPS and they get a HUGE brokerage fee when it crosses the border. They then call us and complain.


I process international orders manually. This helps with fraud protection and allows us to calculate proper shipping with insurance by US Air Mail.


Any ideas on how I can fix this problem?

Why not just use a zone shipping module to add extra fees for Canada?


If not, you can put an if statement into the checkout process which says something like

if {zone!= US ZONE (show contact for price page)}

obviously that particular piece of code wont work, but maybe it would be worth looking into further.....?
