Mail admin notes to store owner when customer places a order

Hi,

 

Is there a way to mail the customer notes to the store owner together with the order copy? I now have to check every customer who places a order if there are special comment for this customer! It will ben much easy'er if the notes are been mail to the store owner when a customer places the order.

 

Lets say a customer places everytime a order but try's to pay everytime with a different creditcard or never pay. I can delete this customer or blacklist his ip adress but better is to place a note so that the store owner is warn for this customer.
