Collecting taxes in home state?

I have been told by my account that I need to start collecting taxes for my home state.

 

Can osC do this automatically? or do I have to hack it?

I read a post below and I can see roughly how it is done, let me be more specific in my request now.

 

Can it collect taxes on the whole order's total for only customers in my state?

 

What are tax zones? Tax Classes? How many do I need to set up?

 

Are the countries and zones just there for reference? What is the order of steps?
