checkout_shipping being skipped

Guys,

 

On one of my osC2.2 setups, when the customer wants to checkout they are taken to checkout_payment without being able to set up an alternative delivery address in checkout_shipping. No delivery information is on the confirmation email either.

 

The links to Checkout all say checkout_shipping.php, so something there is taking the customer straight through to checkout_payment.php

 

There is one shipping module installed, which is Table rate. I have this same set up on other stores, and they work fine, taking you to checkout_shipping.php first and then on to the payment page.
