mysql.php is golden but step 2 of install is not?!

I've been attempting to install oscommerce these past many days now and have cleared every hurdle save one. In step 2, where one enters "Database Server" "username" "password" "database name" etc..., I do what I swear is correct and proceed with the "continue" button only to be presented with the following:

Database Import

 

A test connection made to the database was NOT successful.

 

The error message returned is:

 

Can't create TCP/IP socket (10106)

 

Please click on the Back button below to review your database server settings.

 

If you require help with your database server settings, please consult your hosting company.

One would think I have not entered the information correctly, or mysql is not of a proper manner, or some other such common problem. But what seems strange to me is that when I enter the exact same information in the oscommerce script .../extras/mysql.php then everything is fine and not an error is to be seen.

In my attempt to solve said error on my own, I have searched the forums on this very site but have found nary a trace.

 

Can someone assist me in this vexing outcome?

The 'extras' folder should not be uploaded to your domain - there's no need for it. Your DB_Server address is usually localhost (but not always)
