Admin wont let me add to data base

I've deleted all the default catogories and manufactuers from the admin side but they still appear in the shop front, When I try to add new cataogries and manufacturers in the admin I get the error message on top saying 'warning : no file uploaded : but the new catagory/manufacturer file appears in the admin area but not in the shop.

 

Im assuming the admin area isnt talking to my data base, although I dont know why?

Thanks, I realised that a couple of hours after posting the message, although that didnt explain why the catagories/manufacturers i deleted from the admin page still appeared in te shop front. I've since reinstalled the whole thing and its working fine so far, 'touch wood'!!
