COD aka Cash on Delivery module

if i do not set a payment zone in the configuration then i see COD as a payment option.

 

but if I do set a payment zone (aka Canada is only showing in my drop down and -none-)

then i do not see it as a payment option.

 

and yes my account i am testing it with has been registered with the country of Canada.

 

where is it getting this PAYMENT ZONE value from, and it only shows Canada? how did it get there.

 

and why isn't it actually working if my account has the country of Canada should that match.

 

I am confused on how this actually works.

 

any fellow Canadians get this module to work?
