How do I change user permissions

I own a oscommerce 2.2 web site and every time I want to change or install something new it tells me that I have to frist change the user permissions so could some please tell me how to do that?

There are a number of ways to do. Here are a couple of them. If your hosts control panel as a file manager option, you can do it from there. Or you can ftp to the site and right click from the ftp program you are using and set them that way.
