I've tried english.php also /ENGLISH/index.php and a others. But still not right. Where can i add this line ?

The text for that email is actually contained within the languages/english/create_account.php file. However it appears that you have some sort of disconnect and perhaps the system isn't looking at that file correctly. What sort of modifications have you been making? Trace back over your steps. Make sure that file is the one referenced by the page that does the create account.
