Suggestion - Sub Tax Zones

Hello,

 

I'd like to make a suggestion regarding sales tax.

 

If a sub tax zone could be added, I think it would help in adding local sales taxes. Maybe have this as a 'plug-in" module so not to cause a lot of editing to files.
