Error in Payment Modules Need help :(

A while back My server went down and I ended up having to reconfigure my oscommerce. Until recently I thought it was working but it aparently hasnt. The payment modules are no longer working and when I go to the admin section to reconfigure them, I get the following message

 

Fatal error: Cannot redeclare tep_db_connect() (previously declared in /var/www/html/oscommerce/admin/includes/functions/database.php:13) in /var/www/html/oscommerce/admin/includes/functions/database.php on line 13
