new store - cant get tax to show in checkout

I am setting up a new store and I want to charge tax only for customers in my state.

I have done everythign I can think of and cannot get the tax to charge upon checkout.

 

How does OSC know that the customer is in that zone, by the zip code?

 

I must be missing something easy, please help!
