Permissions help

hello everyone I need help with the permissions, I just need to now what file I have to give permission to that on step 7 the last step I don't get this error. I am running the page on a ethernet on a IIS. The error is

Warning: fputs(): supplied argument is not a valid File-Handle resource in C:\compras\install\templates\pages\install_7.php on line 210

 

Warning: fclose(): supplied argument is not a valid File-Handle resource in C:\compras\install\templates\pages\install_7.php on line 211

 

please help me it is the last step.
