New Install - Admin Page Fine - Shop Front Corrupt?

Ok tried installing this at root level and in subdirectories but each time it ends up looking like this:

if you right click on any of the images > properties all the links are wrong:

 

http:///images/oscommerce.gif - i guess this is why the images and css isnt loading properly?

 

Any ideas why this is happening?

 

 

interestingly the admin control panel looks fine.
