Prob with U.S. Tax Zones adding together

I am currently only selling in the united states. I setup my country as United States. My zones were included already with the install. They include all of the states in the United States. I setup tax zones California and South Carolina. I setup Tax Classes as Taxable goods and have configured each product I havein my store. I setup tax rates from CA and SC. My store is setup in Michigan and is set in Configuration/MyStore.

 

I would like a 12% tax to be added to the subtotal of anyone from California address and a 5% tax added to subtotal from South Carolina.

 

However, when anyone from SC or CA buys anything they get the 12%CA tax and the 5% SC tax added together and they should only be getting one or the other. Can anyone help me figure what I am doing wrong in the setup?
