Just a quick question I've turned cache option to true and the directory is /tmp/

 

I don't have this directory on my shop , so where should I create it (is it in catalog/tmp/ ?) and what permissions should this directory have.

It depends on your host. On some, the tmp directory is shared and it will cause you problems. You should create a new directory in the same directory that holds your public_htmp or httpdocc directrory.Then change the path to it, which will probably be something like /home/user/tmp/, where user is your username.
