Down for maintenance

Hi

I want to install "down for maintenace" on my site, but when i tried to run the sql file to the db i got this error:

"#1062 - Duplicate entry '16' for key 1

 

Warning: Invalid argument supplied for foreach() in /usr/share/phpmyadmin/libraries/common.lib.php on line 683"

 

Where did i go wrong or are this out of my hands? (sorry for my english)
