Credit Card Payment Module

I am trying to work with the credit card module on os commerce and when I click on it to install it or activate it in the admin modules payments area I get this error

Forbidden

You don't have permission to access /admin/modules.php on this server.

 

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
