Different Flat Shipping to Different parts of the U.S.

I need to set up different shipping rates for different parts of the United States. Such as the East Coast of the United States to be $18, central part of the United States to be $22 and west coast of the United States to be $26. Can this be done with ZONES? Are there United States ZONES available with OSC? I only see ZONES for countries.

you specify them under tax zones, there you can create folder and underneath each folder you could assign a number of states. That will then define a custom zone you could use for your shipping modules.

Ok... I see. I can add all the states I want into a certain Tax Zone.

 

But, how do I create more than 1 "Per Item Shipping". Right now, I can enable Per Item and make it $18 for a certain Shipping Zone. But, I see there is only 1 Per Item Shipping. I need three more for the West Coast, East Coast and Midwest of the US???

You will have to enhance the code for the per item shipping module to accept up to 3 different zones. You could find some code in the contributions section from another shipping module that produces more than one shipping zone and integrate it. I think the "Rates Based on State or Regions" contribution has some code for that.
