Add tables to Zones

I have gone nearly blind searching these forums and I haven't found the solution. Here is what I need:

 

I ship world wide and I need to have two shipping rates for each of three zones. I need a standard airmail rate and an EMS (Express Mail) rate for each zone based on weight. I was able to do this with the Table Rate option but that only works for one zone. Is there anyone who can give me some guidance with this. I am not afraid to go in and change code but my experience swith PHP is very limited.

 

One other thing that is driving me batty is I have set the zones.php for three zones. When I go into admin to set the zones up, it only shows the block descriptions for two of the zones and blank boxes for the third

Thanks for looking but I found a contribution that does exactly that!
