If you are using the online file manager you will need to chmod the file adding write permissions. However you really should be editing your files locally and the uploading them to your server ( making sure you backup your files before making any changes) If you do that then you will not have the permisssions problem. Personally I always remove the file manager from the admin as I think it is a security risk but that is me. The Knowledge Base is a wonderful thing. Do you have a problem?
