kgt
When you add comments and change status, you should see a little checkbox just under that that says "Notify Customer." If this is checked, then the customer will recieve an email. Contributions Discount Coupon Codes Donations

kgt
Look in orders.php. See if there is more than one line that calls tep_email(). This is the function that sends the emails. There should only be one, and it should be sending the notification to the customer. Contributions Discount Coupon Codes Donations
