Altering the stylesheet file

I'm trying to alter the stylesheet file and everything is fine if i edit what is already in there, but when i try to add any stylesheet definitions and then adjust the php file accordingly they dont register, i even went so far as to add <span class="test">testing</span> to the header file, inside the right table cell and i get plain text instead of the applied stylesheet. I've also verified with the ftp server that these files reflect the changes i made, and they indeed do.

 

What is going on here?

Do not reply to this post, I was just having a moronic moment. I have a tip tho, if you do web development, set every browser you have to not cache anything.
