State/Province required?

Can someone remind me if this is the default behavior, or did I screw something up with a contribution? My store is requiring a state/province, even for countries without such entities. That means I get weird stuff in my shipping labels that I've got to edit out.

 

Also, is there any way to get a second address line, without the confusing (to US users, anyway) label 'suburb'? Seriously, what countries would use that? Should I just replace all occurences of 'suburb' with something less confusing?
