I need help reseting my ssl setting?

I cannot create an account or login into my website or checkout I keep getting a 410 (error the page does not exist) and after reading the support forum suggestions it has come to my attention that I need to change the ssl setting from true to false I managed to do that in admin/includes/configure.php but the includes/configure file will not allow me to edit. How do I set permissions so that I can edit this file. here is my includes/configure file if anybody out there can help me.

Use your FTP program to change the permissions to something that will allow you to modify it. Once you get it modified, make sure you change it back to the original permissions.
