Broken Lock - SSL Issue

I setup my configuration file for ssl and it was working properly; changing to SSL on any page that I would enter sensitive data. However, the security lock was not showing up (at least not in IE 6). It was the HTTPS address though. I decided to refresh and poof there was the lock, for a second until the page loaded and then poof gone. I could double click where the lock was and it gave the certificate information and said it was good, but the lock simply did not display.

 

I have found a similar issue to this when searching the web a while back on how to setup SSL. I never did find the proper solution to fix this issue. Has anyone else had this problem and know how to fix it? (Besides just make the entire site run under SSL mode... which isn't the proper solution, though I've read that it does work.)
