Tried everything....need help

Well i've tried everything I've found and could understand, to get this up and running but to no avail. I'm being hosted on Brinkster and firstly was having to register for globals, so I added the php.ini file to the root directory and am now getting "Bad request" error. I'm a newbie if you haven't guessed already and would love some help step by step if some one has got nothing better to do.
