CGI Forced Redirect message

I am using my own machine for development purposes. I have Windows 2000 Pro and I am running IIS with the latest PHP installed. I have disabled CGI Redirects per the PHP manual but I get this error when running osCOmmerce. I setup a test PHP page and I can access it just fine but when I try to access catalog/install or just catalog or anything I get the following message.
