The closest you can probably get is to use the Simple Template System (STS) contribution. It allows you to use HTML and templates to change the look of your site. Be aware though that some contributions aren't easily compatible with it. And you still cant load the complete page in your editor and work on it visually.

 

To the best of my knowledge, there isn't any "Visual PHP" (just a lot of ad links out there that go in circles).

 

You can install Apache, PHP and mySQL on your PC using something like XAMPP. Then install a PHP editor like PHP Designer 2005. (all of these are free to use, google them). With those installed you can make code edits and then quickly and easily see the effects. You are still working with PHP code though.

Rule #1: Without exception, backup your database and files before making any changes to your files or database.

Rule #2: Make sure there are no exceptions to Rule #1.
