OK, so the problem is that the shipping and payment modules are not showing up in the shop. Just to eliminate the obvious, do you have them enabled in admin->modules?

The funny thing is that they do not show up in the admin

I had try re installing OSC but I cant get it to work

My guess is that your configure file in admin is not setup correctly. Try posting that, minus the sensitive data, so someone can take a look.
