My web host has placed a file in my root directory

My web host has placed a php.ini file in my root directory and stated, "You can move this file into the directory where you run your scripts."

 

So, my questions are:

 

If I add the contribution Register Globals Patch,

to solve the problem (FATAL ERROR: register_globals is disabled in php.ini, please enable it!)

 

Where should I first locate the php.ini file, that my web host has placed into my root directory? (they have register globals ON, in the php.ini file)

 

And, I should change the Register Global from ON to OFF, correct?
