USPS shipping international

Hello, testing out the site, my business is in the USA and for shipping within USA, my USPS works well. I select any of the selected entries and it carries forward to the invoice.

 

However, if i try to ship to canada or any other country, i shows a few selections and i can select, however the invoice reflects a higher priced selection.

 

ex all the selections i have:

 

United States Postal Service (1 x 0.35lbs) United States Postal Service

Global Express Guaranteed Document Service $33.00

Global Express Guaranteed Non-Document Service $52.00

Global Express Mail (EMS) $23.00

Global Priority Mail - Flat-rate Envelope (Large) $9.00

Global Priority Mail - Flat-rate Envelope (Small) $5.00

Global Priority Mail - Variable Weight (Single) $8.00

Airmail Letter-post $4.55

Airmail Parcel Post $16.50

Economy (Surface) Letter-post $4.95

Economy (Surface) Parcel Post $18.25

 

 

I select airmail parcel post, does not matter, whatever i select it shows Global Express Guaranteed Document Service for 33$, it will let me go higher, i can select the 52$ shipping option and it sticks but nothing lower than 33$

 

not sure what is going on, why does oscommerce show lower cost options within USPS but does not let me select, why does it select the $33, cannot make sense of it.
