Configuration successful but unable to connect to database server

I'm new at this, so my apologies if this has been discussed in another thread.

 

I've gone through the web install and gotten the configuration successful page at the end. However when I click on either the catalog or admin tool buttons, I get the error "Unable to connect to database server!" with no other info.

 

I had inintially had a problem with it not finding the database oscommerce.sql in the install folder. I saw that the path was starting at the root level, so I copied the install folder there and that seemed to fix that part of the equation. In doing so have I created a new problem? Or is this solved in the config file somewhere? I've verified that my DB_SERVER settings are correct (I'm setting this all up on localhost for staging).
