templates installed & permissions

I am not sure I am in the right forum and I am sorry for that.

I just installed oscommerce and some templates at http://timeoutnews.com/catalog/

Is that normal that anyone can obviously change the templates at the top of the page? i want the cobalt one to be the default but i am not sure how to make that happens.

Also where do I find how to set the permissions to files and directory as I get get quite a few messages in the admin?
