Drop down list of zones not displaying when editing shipping module

Hello,

 

I'm driving myself mad trying to figure out the shipping modules for my site. I have the ones I need installed but I want to be able to configure different modules per zone, ie if they're getting the item delivered to the uk mainland (zone 1) I want to use one ,module, if they're getting the item delivered to anywhere else (zone 2) I want to use the other module.

 

Each module seems to have a drop down list saying:

"If a zone is selected, only enable this shipping method for that zone."

 

The only problem is, I don't get any options for zones in that drop down list?

 

Any ideas?
