How to restrict checkout to specific countries only

I have a site that serves the local market only. At the same time, I am also preparing for the international shipping and have implemented MultiGeoZone MultiTable in preparation for that.

 

I have several tax zones defined. This includes:

 

ship:local--> Local Country

ship:zone A --> Zone A Countries

ship:zone B --> Zone B Countries

etc

 

At the stage, the MGZMT module has been implemented but NOT installed. The only shipping module "installed" is the "FLAT RATE" module -- specifically for the local shipments.

 

I have a shipping address that is part of ship:zone A.

 

When the Shipping Zone is defined as "ship:local", the checkout adds in the local delivery charge and allows the checkout process to proceed.

 

When the Shipping Zone is NOT defined, the checkout does not add any shipping charges and allows the checkout process to proceed.

 

Neither of the obvious scenario should be allowed or expected. In both cases, I would have expected (and wanted) the system to stop the process and not allow the checkout to proced further. Have I misconfigured the system? Is there thing I can do to change this behaviour?
