displaying Modules (shipping, payment, etc) on Admin

Hello,

 

I have a development box that is not displaying the modules cat in Admin. that is: payment, shipping and order total. I have copied the files from the live server into my development box (which works fine), but still it doesn't work. It only displays:

shipping module

modules sort order action and + install (which doesn't do anything)

and this at the bottom: Module Directory: C:/Program Files/Apache Group/Apache2/htdocs..//catalog/includes/modules/shipping/

 

I have double check the configure.php, modules.php files in admin and catalog, but to no avail.

 

Any ideas where I could check to see why it's not displaying the modules?
