Is there a way to make the check or money order option show up only the customer is in United State?

that's what zones are used for.

 

You create a new tax zone in admin -> locations/Taxes and call it Checks/Money Order US

then you click on details and fill it with the states you want this to be valid

 

you then go to modules, click on edit for the check/money order and select your new zone from the zones drop down list

 

be sure to have a second payment option for the other countries/states you have orders from.
