payment zone in check/money order module

In check/money order module, only florida can be choose in the payment zone. I insert a record in the database so that it can display Hong Kong in the payment zone field and choose Hong Kong as the zone that can use this module, but I fould that when I login as a customer and choose my location is Hong Kong, this payment method can't be show. I tried to change this module setting to none, this option can be show up in the payment method. how can i do so that this option only can be show when I choose Hong Kong in the location field.
