How to get Specials price to be "Inc Tax"?

Our store displays prices with tax as is customary in Australia, however when we enter a special, it displays the price exactly as we entered it in the store (which is good) and then starts adding tax onto it at checkout!

 

Really, if the store is set to show prices as taxes inc. by default then the specials should be taxes inc by default, too with the before tax price on the specials being lower at checkout.

 

How do I go about changing this? I have a bit of coding knowledge, just as long as you stress the "a bit of" part, but this seems to need changing the whole shopping basket as well as the order confirmation or is there an easier way I'm missing?
