Category Images and Code

I would like to change category code to allow the picture above and create an html rollover effect on teh whtie areas,

 

also change the images to left, right and background of the heading "Categories" from the blue theme,

 

Where is the html code located where images are written in and where could i change code for the rollovers etc.. ?
