Howto add a new menu / link and having a error "parse error"

Howdy,

 

Got a question and a problem with OSCommerce.

First of all I want to make a extra link with conditions and terms.

 

 

How can I create the link as shown in above screenshot.

Another thing is that I have a "parse error" in the Admin panel in Modules > Send (verzenden).

 

The error is Parse error: parse error, unexpected T_CLASS in

/home/httpd/vhosts/bestgolfwear.nl/httpdocs/includes/modules/shipping/freeamount.php on line 1

for the parse error the code is needed in order to see what the cause of the T_STRING is.
